This is an early-stage academic paper (25 days old) introducing a conceptual paradigm rather than a deployed system. Zero stars, forks, and velocity indicate no community traction or working implementation available. The core contribution—framing quantum-secure communication as an architectural first-class concern for agentic AI rather than a bolt-on property—is a reasonable novel combination of known PQC techniques with system design principles, but it lacks: (1) reference implementation, (2) empirical validation, (3) user adoption, (4) competitive positioning against existing PQC tooling.
